If you're okay, try to be on your bare feet when trying it out because as I mentioned it only happens when your body is the last thing in the connection.Why do we need an entire article on how to do this? Well, turns out, Apple will not let you do that unless you have a power adapter connected to your MacBook. If it still happens, try using someone else's charger, maybe it's your charger? You can bring it over to the Apple store perhaps. Test your laptop and charge it in a different place, maybe in your friend's place? If it does not happen then it's your power outlet that does not have a proper ground system. I'm not an electrician myself, but AFAIK it helps to somehow making sure that is not delivering electricity to you and also to prevent short circuits. However, 3 prong adapters usually are safer for this problem. AFAIK, ground basically connects the power outlet to earth so that instead of the electricity stopped at you, it will stop at earth (and the ground doesn't deliver electricity).

If you use socks or shoes the electricity will stop at your socks or shoes and you will not experience this tingling sensation, this is why if someone electrified don't touch it because the last person in the connection will be the one electrified as the other just going to transfer it over. This is the tingling sensation you are experiencing.

Basically, because a human can deliver electricity, without a ground you have the chance of delivering this electricity esp if you are the last object connected. Not all power outlets at houses offer ground, my parent's place for example does not have a proper ground system. And also if my explanation is not 100% correct, but hopefully you will have the idea of what happened lah. Sorry for my bad English as it is not my native language.
